Over the past decade, hate crimes awareness has
grown across North America. Today, Hate/Bias crime
management, statistical reporting, and post-incident
recovery are all topics of concern to police departments
at the federal, state and local level as well as
college and university campuses.
In the late 1980's hate crime protocol and investigation
was developed and pioneered by several founding
members of NPSLC. Our internationally recognized
experts have trained thousands of officer's worldwide.
NPSLC members have assisted the US Departments of
Justice and Treasury with authoring the formal hate
crime training program now used as the standard
for most US and Canadian law enforcement agencies. Founding member Paul Goldenberg has conducted hundreds
of hate crime investigations, established over 75
specialized units around the country and has pioneered,
tried and tested community inclusion models, youth
initiatives, community response and recovery programs.
Today hate crime investigation and response now
plays a large part in our nations homeland defense
strategy and counter-terrorist efforts. Today,
NPSLC continues to contribute to these efforts
